After the period of higher education into the popular, we pay more attention to quality assurance of higher education, and quality assurance system construction gradually improved. In the wave of popularity of the country to promote higher education, colleges and universities in Tibet continues to expand enrollment, quality of higher education has become pronounced. Strengthen quality assurance of higher education in Tibet is an urgent task facing higher education in Tibet, for Tibet's economic development, social stability and ethnic equality has important political significance, but also the implementation of Tibet "Tibet through science and education" and "talent strong zone" strategy important way.This paper based as the basic theory of higher education quality assurance. First, this paper discusses the development process and particularity of Tibet higher education. Under the guidance of the national quality assessment policies and regulations, the Tibet Autonomous Region gradually formed a co-ordination, strengthen internal security and universities, intermediary organizations commissioned to assess and publicize the quality assurance system. Secondly, this paper discusses of the quality assurance system of higher education in Tibet Problems. Tibet Autonomous Region lack of quality assurance planning, education reform lagging, educational evaluation standard single, the slow development of intermediary organizations, higher education evaluation without being linked to funding. Thirdly, this paper in-depth analysis of the main factors that influence the quality of education in Tibet. Including the quality of students, teachers, teaching management, discipline construction and scientific research, employment and institutional aspects. Finally, this paper proposes principles and measures in Tibet quality assurance system of higher education combined with the actual situation in Tibet higher education.To adhere to four principles:First, combined with the special circumstances of Tibet Autonomous Region government to enhance the quality of higher education co-ordination of security; Second, adhere to the employment system and the combination of discipline construction; Third, to improve the internal quality assurance system and autonomous education management system reform of the combination; fourth, insist on higher education evaluation and financial allocations combined. Construction quality assurance system of higher education in Tibet to take five measures:First, increase preparatory education; second, to strengthen the construction of teachers, enhance the sense of quality assurance; Third, colleges and universities to improve the internal quality assurance system; Fourth, the establishment of multiple evaluation criteria; fifth, the establishment of the Tibet intermediary organizations, social participation assessment.
