A Study On Statistics Serves Function From The Perspective Of Survey System's Evolution

Statistics provides the general situation of society in numerical form and tail after the motion trails of various phenomenon of social economy development. Through information, consultation and supervision, statistics serves social economic development and serves decision-making of the public. The dominant factor influencing statistical service function is the statistical survey system. From the perspective of survey system's evolution, this thesis shall study what role government statistics plays in social economic development.Beginning with the relevant theory of statistics, this thesis shall give a definition to statistical service and analyze its characteristics and influencing factors. It is concluded that statistical service is a kind of public service and provides public products that regard statistical information as main form for government and the social public. And the main influencing factor of statistical service is statistical survey system. Then, by contrast analysis the thesis reveals the characteristics and experiences of statistical survey system arrangement abroad; using statistical survey system as the main line, it reveals the development process of Chinese statistical work's constant exploration and improvement by historical analysis.The thesis concentrates on summarizing the change characteristics of government statistical survey system and giving a comprehensive and multi-angle elaboration of the influence such change brings on statistical service's function. It is believed that the change of the statistical survey system benefits for statistical service role to play. However, from the aspect of design there are still many problems like imperfection, not systematic, nonstandard and low efficiency; from the aspect of implementation there are still many problems like not in place, unbalanced and nonstandard. At last, the thesis shall put forward five principles of limited comprehensive, systematic integrity, efficient, open adaptability and international comparability for the reform of Chinese statistical survey system, and establish the architecture to perfect scientific statistical survey system. In addition, it proposes the specific reform measures from four aspects of establishing system framework of national statistical indicator, reforming organization system, establishing independent organization and mechanism of coordination and supervision and strengthening construction of “Statistics Four Projects”.
