Study On Establishment Of County Community Colleges

Since 1998,in order to construct lifelong education system and learning society,the state council issused< Education Facing the 21 st Centur y Revitalization Action Plan>.Under the suppor t of the par ty and government,community education work began from urban areas,but in rural areas it still weak.Since entering the new centur y,all sectors of society should also pay attention to community education which is in rural areas,because it can accommodate urban and rural dual structure of social system and meet the demand of building new socialist countr yside roundly.It is no doubt that establishing county community colleges is the best way to carr y out rural community education.Considering China's national circumstances and the development situation of rural economic,it is easy to find that establish County Community Colleges par ticularly urgent.It can not only promote rural urbanization,make regional culture prosper,meet the demand of rural residents' education,alleviate the pressure of entrance,but also integration of the existing rural education resources,adjust the structure of higher education,guide of higher education to the countr yside,pave the way for universal higher education.With the relevant national policies issued and positive effor ts made,it is possible to establish county community colleges.Meanwhile regional economic development strategy with transfor mation and upgrading of township enterprises provided county community colleges a solid material foundation and favorable external environment.In spite of this,compare with developed urban areas,most remote rural areas can not able to establish county community colleges independently.So I think it is more scientific and feasible to establish County Community Colleges based on source integration.That is integrate and make full use of multiple education resources,including talents,capital,technology,field of education institutions,enterprises and public institutions etc.Besides,in order to absorbing experience of other countries,this paper also makes a comparative study of American rural community colleges in management,functions,organization condition,professional settings and teaching activities.At last though the view of source integration,I think county community colleges should give priority to non-academic education,take root and ser vice in the county community,adopt adjust measures to local conditions,run the management system combine self-running and macro-control,at the same time build diversified investment system.Make the teachers' troop with full-time people and par t-time people,give priority to par t-time ones.Providing distinctive and flexible education and teaching activities.And build normative and scientific evaluation model to grantee the quality of running county community colleges.
