Research On The Huge Ministry Reform Of University System

Huge Ministry system reform has become a new measure for the reform of government institutions in China since we clearly put forward to build a service-oriented government,and implemented the socialist market economic system under the government department system reform in the 17 th National Congress of the Communist Party of China.There exists many similarities between Chinese higher education management system and the government management system.And series of results of current Huge Ministry system reform for government have provided a wealth of material and inspiration for higher education management regime.In view of the problems that exist in our Chinese higher education management system,such as the generalization of administrative power,bloated management agencies,lacking democratic decision-making and the low efficiency,this article provided some advice for those problems.Referring to our government department reform ideas and practical achievements,we sort out administrative functions,streamline tedious institutions and improve the scientific and democratic decision-making system in order to further complete the basic solutions of higher education management system reform.Therefore,we can improve the related supporting system,several laws and regulations.To weaken government intervention,expand autonomy of universities,set reasonable institution functions,balance power allocation and divide privileges scientifically,we contribute to the establishment of scientific management system for university according to the characteristics of promoting university system reform.The department reform of university is discussed in six parts in this article.Firstly,the article defines the basic connotation of the concept of Huge Ministry system reform,expounds related domestic and foreign situation of the colleges and universitiesmanagement system,and analyzes the management system of Huge Ministry system reform and theoretical basis support in detail under the condition of upper explanations.Secondly,we analyzes the problems and reasons that exist in current management system of colleges and universities in our country,reviews the reform process of the management system of universities in China and points out the present situation of the management system of colleges and universities in China.We summarize the current difficulties of Huge Ministry system reform existing in our management system of colleges and universities incorporating the situation of Huge Ministry system reform existing in several Chinese universities.Thirdly,we put forward the basic solutions and method to deepen the Huge Ministry system reform of colleges and universities in China on the condition of learning the ideas of our government department reform and summarizing the relevant practical enlightenment.At last,we give a summary of the whole article.
