In the 1960 s, the United States carried out compensatory education which was an important measure to practice education equality. From the compensation in economy to the more in-depth cultural compensation, it pushed the development of education equality forward and social justice were promoted in a certain degree. It had an important impact on the US later and other countries.Compensatory education paid attention to the education of disadvantaged children and it's also the current hot issues of educational policy and academic circles in China. <National long-term education development plan and outline(2010-2020)> indicated that to promote fair should be a national basic education policy. Our country has made great efforts in promoting education equality. But some problems remain to be solved. This is why we need to learn from other countries' experience.In this paper, the compensatory education of America in the 1960 s is the research object. I try to study historical reasons,compensatory measures, the effects of compensatory measures, which is conducive to China to explore for disadvantaged children compensatory education policy and inspiration to achieve educational equity.This research is divided into five parts.The first part is the introduction on which expounds the reasons for writing, literature review, concept definition, research methods of this article and so on.The second part is about the historical background of compensatory education in America. Including inequality in education, the pushing of equality thought, the leading of Kennedy and Johnson, the chase of the disadvantaged for equality in education and the assistance of organizations.The third part is the main part of the study, which states the implementation of compensatory education of America in the 1960 s in detail, including act enacted, additional funding, playing a variety of power.The fourth part is about the effect of the compensatory education in the 1960 s. It increased enrollment of disadvantaged children, improved the effectiveness of the education quality and promoted the process of democratization of American education for disadvantaged children. However it had some limitation. For example, apartheid still existed, academic gap persist, the implementation of policies deviated from the original intention.The last part analyzes the enlightenment to China to solve the problems of education fairness. The government should pay attention to what the disadvantaged children most need, add the funding and play a variety of power.
