Investigation On Influencing Factors Of Dalian Government Information Shareing

After more than 30 years of development of the government informatization in China,it has achieved the basic realization of the transition from paper to computer-based information storage.So far,information technology has become a part of information sharing and utilization amongst government departments.The informatization of Dalian municipal government has always been in the forefront within the northeastern region,despite the difficulties of information sharing and slowness of progressing,due to various historic reasons.The main purpose of the article is to find the reason(s)for the slow progress of information sharing in Dalian,and to find a solution to the problem according to the reasons,thus to promote the city government information sharing process,and further promote the prosperity and development of the city.This article collects information,analyzes the data and seek reasons by inviting competent leaders,responsible persons,project team members,external technical personnel and users to answer pre-designed questionnaires.When designing the questionnaire,literature survey and scale design method are used.It also refers to domestic and international information sharing factors,and author's experience when worked in Dalian Housing Public Accumulation Funds Management Center.The questionnaire is also designed to establish a government information sharing influencing factors framework,based on behavior decision theory.After collecting and analysing the target data,six data observing dimensions were established and Spearman Rank Correlation,as well as the SPSS Independent Samples T Test have been applied to.Thus,The data are analysed in depth,and the results are summarized through empirical analysis.The main influence factors of government information sharing progress are “fearness of unknown”,“lack of unified and coordinated leadership and subordinate departments”,“interest driven missing” and “The basic environment of informatization is not identical”.To tackle with the abovementioned factors,relative comments and recommendations were provided from the article,to accelerate the information sharing process of the municipal government.
