A Case Study On Guangyuan Association For Promoting Democracy For Political Participation

As a political party,the main function of the democratic parties is to participate in the political and political affairs of the party and participate in the formulation of public decision-making by political participation.The democratic parties have an important and special position in the economic,cultural and social life in China.In the past political activities,all the democratic parties played important roles.The large amount of information collected by the democratic parties has contributed hugely in the social management.In the current political system in China,the greatest advantage of the democratic parties' participation in public decision-making is the "direct" nature of political participation.As a result,democratic parties,as policy participants,are more likely to approach the decision-making power.In order to meet the needs of multi party cooperation and promote the socialist political civilization,it is necessary to strengthen the capacity building of the democratic parties for political participation and to improve the overall level of the party.Under this special political background,this paper took the proposal of Shu Roads for world cultural heritage application from Guangyuan Association for Promoting Democracy as the research object,taking the public decision-making,deliberative democracy theory as the theoretical basis,combined with literature research,comparative study and case study.This proposal was first presented to the Guangyuan CPPCC.It was adopted by the municipal government in a timely manner.It was then presented to the Sichuan provincial CPPCC by the Sichuan Association for Promoting Democracy provincial committee and was delivered to the National Committee of CPPCC to discuss.Finally,it was presented to the National Committee of CPPCC by Sichuan member of CPPCC group.After the effort of government and people from all walks of life,this proposal contributed to the main results of the followings: the first is Guangyuan CPPCC Committee published Jianmenshudao series;the second is the establishment of Guangyuan City Shu Roads Culture Research Institute;the third is that Sichuan provincial government set up Shu Roads world cultural heritage application work committee;the fourth is Shu Roads listed on the world cultural and natural double heritage tentative list.According to the main achievements obtained from this proposal,it is undoubtedly a successful case.This paper consists of six parts.The first chapter introduced the research background and significance,research project and innovation points,domestic and foreign research literature,related concepts and theoretical basis,research methods and technology roadmap.The second chapter introduced the present situation of Guangyuan Association for Promoting Democracy in political participation,including the structure of membership,the quantity and quality of proposals,the channels and facing problems.The third chapter described the proposal of Shu Roads world cultural heritage application in detail,including the proposal background,working process,main achievements and analyzed and refined the typicality of the proposal: this proposal is the typical case of combining democratic parties political participation and protection of local culture and finally transformed into the government decision making.The fourth chapter thoroughly analyzed reasons why Guangyuan Association for Promoting Democracy smoothly put forward the proposal from self construction level,external ecological level and political participation mechanism level.The fifth chapter concluded enlightenments: the first is the leading role of the democratic parties members and leaders are the key of political participation,the second is to strengthen the self construction of democratic parties which is the cornerstone of political participation;the third is to improve the political participation mechanism which is a necessary condition for political participation.The democratic parties can strengthen the ability targeted the above three aspects with their own characteristics aiming at local political activities,economics and culture.The sixth chapter got the conclusions and prospects: each region has its own local characteristics,different democratic parties have their own distinguishing features and areas of expertise.It is hoped that this case can provide some references and experiences in political participation for other democratic parties in other regions.
