Personnel examination as an important carrier and means of talent appraisal discovery and selection and appointment is not only related to national development and social justice but also to the realization of the social value and life value of every outstanding talent.With the extensive implementation of the national talent strategic plan,,Has been widespread concern.The management level of personnel examination will directly determine the effectiveness of talent evaluation and selection and appointment,but also the healthy development of the entire talent work and personnel career.How to do a good job of personnel examination and examination management becomes the most important task.Outsourcing can make personnel examination and management departments maximize the integration of the use of its best external professional resources,thereby reducing costs and improve efficiency,give full play to their core competitiveness and enhance the ability to respond quickly to the environment.However,not all business management outsourcing can be outsourced.How to properly select the non-core business of personnel examination and select the outsourcing contractor with the most comprehensive strength has become an important decision-making decision-maker.On the basis of reviewing the research theories and achievements of personnel examination and examination management both at home and abroad,this paper takes Gansu province personnel examination and examination management non-core business outsourcing as the research object,investigates the present situation of personnel examination business outsourcing in Gansu Province,Examining the decision-making process of business outsourcing,analyzing the risks and control measures of outsourcing of personnel examination,accurately identifying the non-core business of personnel examination in Gansu Province and building a model on this basis to conduct the non-core business outsourcing business of personnel examination The screening.The main conclusions are as follows:1.Since the reform and opening up,Gansu Provincial Personnel Examination has gone through the process of self-management by the recruitment unit to the centralized management of the personnel department.The Gansu Provincial Human Resources Examination Center has become the competent department of personnel examination.In recent years,Gansu Provincial Human Resources Examination Center strict work standards,prevention and control of examination risk,to ensure the safety of the exam,the successful completion of the examination tasks.2.Through the construction of a pair of comparison judgment matrix,the personnel examination thesis of Gansu province personnel examination,the examination paper printing,the questionnaire scoring sweeping card,subjective marking computer rental,equipment and equipment rental,examination room prevention(electronic equipment prevention and interference)6 outsourcing businesses were identified,of which: the personnel examination proposition for the core business;examination papers printed,answer sheet scoring sweeping card for the auxiliary business;subjective marking computer rental,equipment and equipment rental for the peripheral business;examination room Prevention for the market-oriented business.Through the identification,we can outsource the leasing of equipment and equipment and the prevention of examination room.3.Based on the preliminary screening of outsourcers,three non-inferior outsourcing enterprises such as Beijing Century Internet Co.,Ltd.,Guangzhou Reiter Leasing Services Co.,Ltd.and Shaanxi Kehui Electronics Co.,Ltd.were identified.Then IF-AHP / TOPSIS Law quantitative choice,through the establishment of a matrix to determine the final determination of Shaanxi Branch Electronics Co.,Ltd.Gansu Province personnel examination non-core business outsourcing enterprises.
