On The Construction Of Rural Culture In The Process Of New Urbanization Research On Government Function

The economic function of culture has been more and more closely combined with real economy since it was discovered,and rural culture is no exception.However,with the development of urbanization,rural labor force began to transfer from rural to urban on a large scale.The space and time system of rural areas was greatly destroyed,and rural culture appeared "hollowing" and "marginalization".In order to solve a series of problems in rural areas,the report of the 18 th National Congress of the Party clearly proposed a new urbanization road with Chinese characteristics.It is pointed out that the new urbanization is an inevitable requirement for the realization of national modernization.In the end of 2017,the report of the 19 th National Congress of the Party clearly points out the implementation of the rural renewal strategy,and puts forward the arrangement of the rural renewal strategy.At the same time,the government serves as the policy maker,the representative of the interest and the exercise of power,and it is necessary for the society to provide the necessary public service.Therefore,after there are many problems in our country's rural culture,especially the rural public culture,local governments begin to plan and issue policies around how to protect and inherit rural culture,and some places have made certain achievements.This article takes the new urbanization as the background,takes the government function of the rural culture construction as the research object,on the basis of expounding three core concepts of the new urbanization,the rural culture and the government function,unifies the city management theory,the cultural identity theory.Based on the theory of government behavior and the theory of rural governance,this paper analyzes some problems existing in the development of rural culture,that is,the planning function of the government,using literature research,case analysis and chart analysis.The functions of guidance,management and protection of cultural roots are not in place.The main reason is that the financial pressure is great and the capital investment is insufficient;In the construction of rural culture,the position of government responsibility is not clear,and the understanding of rural culture by grass-roots leaders is not clear,and so on.Then combined with the relevant policy documents of Hunan Province,this paper analyzes the government functions of rural culture construction in the process of new urbanization in Hunan Province,and provides practical experience for improving the countermeasures of government functions.Taking Hunan Province as a reference,this paper points out that inthe process of new urbanization,the government's functions in the construction of rural culture must be perfected,not only to give play to the main role of the government,but also to perfect its planning function and platform building function.We should also give play to the functions of cultural heritage and education and training.Finally,the article is summarized,and on this basis It makes a prospect to promote the development of rural culture in the process of new urbanization.
