Our country the first local government purchase of public services were commissioned by Shanghai pudong new area social development bureau in 1995 Shanghai ymca to participate in the management of pudong new area roshan citizen hall,after that,all over the country to the rising number of local government purchase of public services to explore and various forms.The report of the eighteenth national congress of the communist party of China proposes that the market will play a decisive role in the allocation of resources,and put forward the key requirements for the development of public services and people’s livelihood from the perspective of quality assurance;On September 13,2017 issue of the front page of the People’s Daily published "state council on the central committee of the communist party of China to carry out quality improvement action guidance but also emphasized the importance of quality.The government buys public service as the main way to supply the public service.How to guarantee the quality of public service is the difficulty in the current practice.In this article,through combing to the government purchase of public services at home and abroad in recent years research results,combined with the new norm of its economic impact of,for decision-making in the process of the service link,link of subject choice and purchase process and the result evaluation as the main line,from the policy and system environment,the government’s own management,the development of social organizations and the public service market,find out the current difficulty of local government purchasing public service quality assurance,sums up the affecting factors on the quality of the public service.And from the perspective of economics and political science,the imperfect market exists in the process of marketization is analyzed and the problem of state the system imperfect,the integrated use of management tools,econo mic policy approach are related to solve path,make our government purchase of public services more secure in terms of quality. |
