Research On The Solutions To E-Government Developments For Loudi City

With the rapid development of information science and technology,the Internet has entered every aspect of the society,and people's way of work and life is undergoing profound changes.Governments at all levels in China have attached great importance to e-government development and construction,invested a lot of manpower,material and financial resources,and achieved remarkable results in recent years.E-government,as the main form of informatization construction of government departments,is not only the inevitable result of informatization and globalization development,but also the motivation that promotes the reform of administrative system and building of service-oriented government.As a systematic project,e-government involves so many aspects that the construction and development of e-government requires theoretical research for support.Therefore researches on the development of e-government possess its theoretical and practical significance.In this dissertation,a combination of literature research method,comparative research method,and survey research method is adopted.With literature research method as the main means,the author analyzes current status and development trends of the e-government home and abroad by looking up relevant journals,papers,academic books and research reports;taking Loudi City as an example of small and mid-sized cities,the author explores the development direction of e-government in small and mid-sized cities and metropolis,by comparison of their respective demands,current status,development conditions and other factors of e-government;taking interview as the main means for survey,the author surveys relevant government personnel of e-government division by interviewing,in order to find out the current status,planning,and objective of e-government in Loudi City,analyze the existing problems and causes of the problems,conclude the solutions,and necessary guarantee conditions to implement the solutions is given.The dissertation analyzes current status of e-government in Loudi City on aspects of its construction principles and objectives,framework composition,and achievements,and raises such problems existing in the e-government in Loudi City: fragmented government sectors,poor interdepartmental information exchange,weak technical strengths on informatization,late content updates,inaccurate information release,unresponsive interactive communication,non-pragmatic service information,and ignored information security management.Further,it analyzes the aforesaid problems,finds the causes,comes up with targeted solutions for e-government development in Loudi City,and provide the conditions of the necessary guarantee to implement Countermeasures.The main innovation of this dissertation lies in its comprehensive analysis of problems existing in the e-government in Loudi City,its findings of problem causes,and its gaining of corresponding solutions,providing solving ideas for the e-government construction in Loudi City focusing on overall planning,government organization restructuring,government process renovation,and management way change,and providing solving ideas about guarantee conditions for the e-government construction in Loudi City from the aspects of organization,resources and policies..
