Study On The Effective Expression Of Internet Public Opinions In The Process Of Making Public Policies

Public policy is a program that public authorities,such as the government,choose and formulate through the political process to solve public problems and reach public goals to achieve the public interest.Good public policies can effectively promote economic development,optimize the allocation of resources and reduce social conflicts of interest.As an authoritative distribution of social benefits,public policies are the result of the joint actions of various interest groups,which determines that public policies must reflect the interests of the majority of people in order to make them legitimate.Without extensive citizen participation,citizens will not be able to fully express their true intentions.Democratization and scientificization of public policies can not be achieved.With the changes of the times and the progress of society,the traditional way of citizen participation can not meet the demands of current citizen participation.Nowadays,with the rapid development of the Internet,more and more publics choose to participate in the formulation of public policies through the Internet platform.The governments at all levels in our country have also paid increasing attention to the public opinion on the Internet through the Internet platform.They have gained public opinion through the Internet and formulated and adjusted their administrative policies.This is becoming a new mode of government administration in our country.The reform of the public policy making method triggered by the rapid development of network technology will surely influence the way of government public policy making nowadays.Therefore,the effective expression of the public opinion on the Internet effectively affects the distribution of citizens' interests and the realization of government public policy goals.In the current literature research,mostly from the perspective of communication and non-professional introduction,and less from the perspective of government public decision-making.Based on this,this article tries to research and explore it from the perspective of public management.This article is divided into seven parts.The first part firstly elaborated the research background and significance,and based on the study of domestic and foreign research results,it put forward the research methods and innovations of this paper.The second part expounds the core concepts of public policy,network public opinion and other related theoretical foundations,and provides a theoretical basis for the subsequent effective expression research of public opinion on the Internet.The third part expounds the positive influence of public opinion on the formulation of public policies,and provides the basis for subsequent research.In the fourth part of the thesis,through questionnaire survey results and literature data,we summarize the problems existing in the current public opinion expression process and analyze the causes of such problems.The fifth part draws on the excellent experience of other countries in the effective expression of public opinion in the formulation of public policies.The sixth and most important part is the analysis of the effective expression of Internet public opinion in the formulation of public policies.At the end of the paper,the research,conclusion and outlook of this article are studied.This paper takes the theoretical knowledge of public administration,public policy,sociology,and political science as the basic points,summarizes the problems through questionnaire surveys and data collection,and combines the effective experiences of public opinion in the development of public policies in other countries for the public policy of China.In the formulation process,the effective expression of the public opinion of the network puts forward certain suggestions and eventually enhances the ability of public policy formulation in China.
