Improve The Legislation Of The Nuclear Material Licensing System

The nuclear material license system is an important part of the nuclear safety,while the standard we rely on about the nuclear materials license system was still promulgated in 1980's,content lag,which is so lagging that cannot meet the demand of the development of socialist market economy.So it is the purpose of this paper to formulate the current situation and propose some advice in order to improve the licensing system of nuclear material.The first chapter elaborates the economic and social value of nuclear material,on this basis,analyzes the significance of the economic law of the nuclear material licensing system,and the legal and theoretical basis for the implementation of the nuclear material licensing system.In the second chapter the author points out the deficiencies in the legislative level and implementation level of China's nuclear material licensing system through the review of the legal norms of the current situation.The third chapter introduces and compares the legislative characteristics and the regulatory advantages of nuclear material license from other nuclear powers,and points out the merits of China's reference.The forth chapter direct at the defects of Chinese nuclear materials licensing system,put forward the system perfect idea by referring to the nuclear regulatory advantages from other nuclear powers,that includes four aspects which are the principle,the regulatory agencies and their responsibilities,the nuclear material permit holders and the subjects of rights and obligations as well as the regulation and the licensee's responsibility to improve the system of nuclear material license.
