| Being the center of politics,economy and culture,city is an important force for promoting economic and social development.Urban environment is related to the quality of residents’ life and the potential of urban development.At this stage,urban environment still meets many questions,which means the governance of urban environment cannot be delayed.Cities don’t represent national sovereignty.but also have governmental authority.Their status is extremely flexible and should be an indispensable governance level for environmental governance.City to city cooperation can directly lead to urban environmental governance.Especially transnational cities cooperation,which can re-integrate the advantages of resources.information and technology in international cities,as well as provide a new governance model for urban environmental governance.Basing on the theory of regional public goods,multi-center governance and institutional rational choice,this paper makes a new analysis framework.Taking the urban environmental cooperation governance between Dalian,China and Kitakyushu,Japan as the empirical research objects,this paper discusses the history,background and main practices of cooperation of this cooperation in depth,demonstrates the driving forces,safeguard factors,operational mechanism and supervision methods of transnational cities cooperation in environmental governance,and analyzes the realization path of transnational cities cooperation in urban environmental governance.This paper believes that the transnational cities cooperation environmental governance can promote the innovation of governance technologies and norms,enhance the vitality of environmental governance entities,and deepen urban partnerships.The main successful factors of this governance model are the organizational coordination mechanism,information sharing mechanism,as well as the three-ring parallel governance approach.Meanwhile,the possible predicament of this model can be the potential inequality in governance process,the lack of supervision mechanism,and the influence of political uncertainty. |
