Employee-employer relations is the interest relationship formed by laborers and employers in the course of production activities and has become one of the most basic and important social relations in contemporary society.The harmony of the employee-employer relations directly affects the size of production and the quality of economic development.There is a close relationship between the harmony of employee-employer relations,corporate and our social.In the long run,only harmonious employee-employer relations will achieve a harmonious and stable corporate environment,then achieve a harmonious society.In recent years,China’s industrial relations have become increasingly tense.The conflicts between labor and capital are frequent,the scale is enlarged,the cases of personal and mass rights are increased,and the workers are difficult to maintain their rights.At this stage,the labor and capital in China still present a situation of strength and weakness.The workers are not covered in wages and benefits and often suffer from corporate deductions and delays in wages.The enterprise exploits the surplus value of the labor force by increasing the intensity of labor and extending the working hours,but the employees cannot obtain a reasonable overtime pay.Poor working environment,lack of basic safety protection facilities in certain production areas where safety problems exist,resulting in unsafeguarded employees’ safety rights and interests.Lack of social security,employees are often dismissed when they encounter work-related injuries,and their lives are in trouble.Various phenomena have shown that the rights and interests of workers have been affected to varying degrees.The reasons for the current situation of labor-management relations are complex and diverse,including the conflict of interests between employers and employees on the basis of private ownership,imperfect laws and regulations,low labor union formation rates,and weakened functions.However,judging from the national nature of our country,our country is a socialist country led by the working class,the government represents the fundamental interests of the broadest masses of the people.In this sense,the relationship between labor and capital in China should be relatively fair and there should be no contradiction between labor and capital.This paper believes that the main reason for the formation of the status of the labor-management relationship is the lack of local government’s mobility,the reason is that while protecting the rights and interests of workers,the government must take into account the interests of other economic entities in the society to ensure economic development.Since the central government and the local government are a kind of principal-agent relationship,the local government as an agent must theoretically serve the people wholeheartedly in accordance with the instructions of the central government.However,considering the maximization of self-interest,some local government officials may take bribery in their dealings with enterprises,and thus collaborate with the company and infringe on the rights and interests of laborers.Even if only from the perspective of competition between local governments,in order to attract capital,one-sided emphasis on GDP,making the protection of the interests of the local government more than the protection of the interests of the labor.All these have led to the phenomenon of labor conflicts in socialist countries.This paper starts with the classic prisoner’s dilemma game model,loosens the hypothesis according to the actual situation of the labor-capital relationship,and introduces the game of repeated games and the asymmetry of the participants.Using evolutionary game methods to simulate strategic choices between central government,local government,and enterprises under different conditions,highlighting the importance of government in building harmonious labor relations.We believe that the current status of the labor-management relationship is the result of the game between the central government,local governments,and enterprises.Based on the study of government-enterprise congruence and game theory and related research on labor-capital relations,this paper puts forward relevant policy recommendations for building a harmonious labor-management relationship.
