In the 1980s,the Cold War was drawing to a close and the confrontation between the United States and the Soviet Union was gradually shifted as the Soviet Union became weak. The Reagan administration's "Star Wars Plan"showed a growing policy of the United States. The trend of multi-polarization in the world is gradually sprouting. There is no doubt that South Africa has also been affected by the international situation, the apartheid system suffered severe shocks, the domestic political situation changed. From Botha to De Klerk, the gradual development of democratic politics flushed.Because of the important strategic significance of South Africa,US policy of South Africa in the 1980s also changed from Carter's "human rights" to "constructive participation"of Reagan. This thesis is divided into five parts, namely, the introduction part, the first chapter of United States South Africa policy review before the 80s,the second chapter of the proposal of "constructive engagement",the third chapter the main content of "constructive participation" policy and the fourth chapter the evaluation of Reagan's "constructive participation" policy. The introduction part mainly analyzes the background and significance of the article, and reviews the relevant research of American and South African policy at home and abroad, and introduces the research ideas and methods of this paper and the innovation and difficulty in the process of writing. The first chapter summarizes the American South African policy of the 80s.The South African apartheid system has always been criticized by the international community. However, due to the importance of resources and geopolitics in South Africa, the US policy towards South Africa is very cautious, from Truman,Eisenhower,Kennedy,Johnson to Carter,Reagan, have shown the strategic importance of South Africa. The article focuses on the policy of the South African policy of the Reagan administration. The second chapter shows how did Chester Crocker propose the "constructive engagement".About sanctions on South Africa the implementation of the United Nations arms embargo, the United States had many voices.Secretary of State Chester Crocker's"constructive participation" policy was eventually identified as the major policy toward South Africa. The third chapter elaborates on the concrete contents of the policy of"constructive participation",including strategic, economic and political aspects. There were controversies over Reagan's policy in South Africa, and many of the factions within Congress that disagree with Reagan's South African policy. In 1986,Congress rebelled against Reagan's "anti-apartheid law" is the contradiction of the concentrated expression. And with the combination of realistic factors, the "constructive participation" policy was constantly being revised and transformed into "positive Constructive participation".However, the support of the "constructive participation" policy has also been questioned, the fourth chapter focuses on the "constructive participation" policy evaluation and reflection, from the South African countries and other parties.South African white power,of course, welcomed the "constructive participation" Policy, but their expectations had deviation with Reagan's original intention. The international community also had different views about whether the"constructive participation" had achieved its goals.
