| Food has its security related to the vital interests of the overwhelming majority of the people,as the most basic necessities of human existence.It has a direct impact on the healthy and sustainable development of the country’s economy and the social stability and is the basic guarantee for the long-term peace and stability of the country and society.At the beginning of the founding of our nation,for a long period of time,we were at a stage where we tried to solve the problem of food and clothing.At that time,as long as people were able to eat enough,they would be content to wear it warmly.As the country opened wider and the market became more and more frequent,the material life of people gradually became prosperous and began to move into a well-to-do society,most people ask not only to eat enough,but also eat well,eat healthy,eat safe and secure.However,the facts are not satisfactory,with the deepening of reform and development and the fierce competition,many producers and operators have driven bad money out of bad money for profit-making purposes,creating many appalling unsafe foods and seriously damaging the public interest.In recent years,food safety problems have erupted one after another in our country’s society,causing negative impact.Such as the exposure of public health in Hebei Sanlu "milk powder",Shandong "poisonous ginger",Henan "clenbuterol" and other incidents,not only in the country triggered a strong shock,while China’s food safety problems have also been the international The general concern of society,China’s food safety and international reputation are now under severe test.To solve the food safety problem in our country,it is imperative that the relevant regulatory authorities in our country continuously strengthen the governance in the food field.Although some achievements have been made,the overall level of food safety is still not optimistic.At present,on the basis of continuous practice and summary of experience,the importance of public participation in food safety regulation has been constantly highlighted.However,the government lacks understanding of the importance of public participation in the supervision of food safety.Relevant laws and regulations are also lacking in guiding the public to participate in the supervision of food safety.All these problems have affected the public’s participation in the food safety co-governance.Based on the above problems,this article analyzes the maneuverability of China’s food safety regulation on the relevant laws and regulations on public participation,Public participation in the food safety supervision process in a number of problems,industry associations,the media and other social organizations need to improve the content,combined with the existing research theory and practice,put forward perfect suggestions pertinently,which will help to strengthen the protection of personal and property safety of food consumers in our country.Based on the above ideas,the main contents of this article are as follows:the first part:introduced the concept of public participation in food safety regulatory issues and the significance of public participation in food safety supervision.The second part:Describe the public participation in food safety supervision of the existing problems and causes analysis.Including the public participation in food safety supervision based on the lack of public participation is not high,public participation in high-cost relief and industry associations and the news media regulatory ineffective aspects.The third part:suggestions and countermeasures of public participation in food safety supervision in our country.Including refining and perfecting laws and regulations related to public participation;improving the food safety information disclosure system and improving the relief system after public participation,including punitive damages and food safety public interest litigation system;relying on the government to give full play to the public,industry associations and The role of the media to achieve social co-governance of food safety. |
