Research On Problems And Countermeasures For Governance Of Sloth Administration

At present,China has entered in a crucial stage of comprehensively deepening reform and governments at all levels are undertaking the onerous task to promote"Four-Pronged Comprehensive Strategy" to further develop.However,some government agencies and civil servants don’t assume relative responsibilities,showing phenomenon of sloth administration,such as inaction and laziness,which puts forward severe challenges to the modernization of self-governance of government.The current governance concepts and methods,such as movement governance,stress governance and consubstantiality accountability governance lead to the non-ideal effect of governance of sloth administration.In order to promote the overall scientific and effective governance of sloth administration,the concept of people’s government should run through the whole course of governance,list of power system should be used to eliminate the elastic space and to break the phenomenon of shuffle and wrangling,and a perfect supervision system should be established for accountability of sloth administration.Besides,scientific and effective incentive mechanism and responsibility ethics should be explored to stimulate endogenous power of diligent administration of civil servants.An innovation atmosphere and mechanism will be formed where civil servants are responsible and efficient through the governance of sloth administration to further promote the modernization of government governance system and governance ability and to build a government that satisfies the people and serves socialist market economy.
