Research On The Problems And Countermeasures Of The Government Regulation Of The City Gas Industry In China

Urban gas is an important component of urban infrastructure,which relates to the quality of life of residents,urban social environment and the natural environment,and has increasingly become the basis of the national economy,the pilot is the basic industry,is the current Focusing on support and opening up the industry.City gas is not only an important urban infrastructure,but also the most basic urban public works,is an important content of social services,but also to meet the basic quality of life needs strong protection.The relationship between urban gas and national economy and social development is related to national security,social stability and the goal of building a well-off society in an all-round way.The development of the city gas industry for the Chinese industry to provide a stable power supply.The utilization of city gas is of great importance for improving the energy structure,protecting the atmospheric environment,relieving the shortage of oil supply and improving the energy utilization efficiency,so as to realize the sustainable development of the national economy.This paper starts with the research of government regulation of urban gas industry in China's municipal public utilities,and analyzes the problems and causes of government supervision in China's urban gas industry by using the examples of China's urban gas industry to analyze the problems existing in the process of government supervision It is found that the crux of the regulation is not perfect and the institutional environment is lacking.It is proposed that constructing a new mode of public utility regulation which is different from the traditional government regulation is an important system guarantee for the marketization of public utilities and improving the efficiency of public utility industry.For the current reform of public utilities supervision model in our country,the government regulation theory is the basis and the experience of the international advanced public utilities supervision system reform is fully used to draw lessons from,and gradually improve and perfect the government supervision system.Of the path,is also an important way to establish regulatory mode.As China is in the period of economic transition,the inertia of planned economy and the defects of the original system foundation become the institutional obstacles to the establishment of modern public utilities supervision mode.Therefore,the change of regulatory system needs to imitate and innovate in accordance with China's national conditions.In this paper,the author discusses the institutional defects of the legal basis,supervisory functions and supervision methods in the traditional public utilities supervision mode,and discusses the legislative improvement,the function orientation and the incentive price supervision mechanism of the public utility supervision institutions.Reform has provided a practical proposal,the reform of public utilities market has a positive practical significance.
