Budget Supervision Reform Of Local People’s Congress From The Perspective Of Participatory Governance

In modern democratic politics,the examination and supervision of public budget is an important function of the constitution to the representative agency,and an important means of supervising the government.In China,the National People’s Congress is the main force to balance the power of the government and to supervise the public budget.But in practice,the weakening or inaction of the local people’s Congress leads to the phenomenon of government financial anomie,power rent-seeking and corruption.Therefore,it is imperative to promote the reform of NPC Budget supervision.The local people’s Congress budget supervision system is a multi-dynamic system,promote the reform of the NPC Budget Supervision is to clarify the direction of reform,including an ideal budget supervision system of organization is how to constitute the internal power structure is how to configure?What are the participants in the process,and how do they continue to improve their participation?Secondly,it is necessary to explicitly create such an ideal budget supervision system for the NPC,which needs external support?According to the two aspects of the problem,this paper takes Wenling Province Department of"participatory budget" this innovative practice as the research sample,it embeds participate in governance theory into the practice of local people’s Congress budget supervision,after years of exploration and reform,has formed a set of multiple forms in an ideal budget the supervision system.Based on this,the main part of this paper in the base of governance theory,firstly describe the development process and each form contains specific procedures and details,outlining the micro participatory governance landscape of Wenling Department of participatory budget are presented;and then analyze the internal system(its organizational structure,power allocation participants)and external environment(political system,economy and Culture)is how they work together to achieve this ideal of the local people’s Congress budget supervision system,and further discuss the existing problems of Wenling and corresponding solutions.Finally,Wenling city departments in absorbing the "participatory budget" experience and the existing problems on the basis of correction,this paper put forward the following five suggestions on the reform of China’s local people’s Congress budget supervision includes:power integration,change the traditional organization structure,coordinate the power relations;participants cultivation,to enhance the professional ability of people,to promote participation in multi system compatibility,namely;for the protection of the law,to change institutional compatibility relations;economic development,namely economic strength,improve the comprehensive quality of citizens;that is to change the thinking,culture as the starting point,improve the awareness of democratic participation.
