| As a variety of problems and contradictions in economic and social continues to protruding,especially some of the major security incidents in areas such as enterprise production safety,environmental protection and traffic safety,for example,8.12 explosion accident of tianjin port,haze pollution and other public problems are pained.As far as the reasons,the lack of the local government executive ability can hardly absolve themself from the blame.It is because there are some problems,which are the local government in China still exist policy enforcement missing,some of the key reform measures and the system of policy implementation does not reach the designated position,which inevitably requires all levels of government to continue to strengthen their social governance ability,improve the executive capability of local government.The improvement of local government executive capability is a systematic project,as the execution model of government is focus on decentralization,cooperation and services.Executive body will toward diversified development.And to a large extent,its weakening is due to the irreconcilable relation among many institutions and stakeholders.Therefore,how to achieve mutual trust and diversified interaction among subjects and ensure their joint participation will need to give full play to the role of social capital.In view of these problems,this Study contains the following three parts:First of all,using the method of literature analysis and on the basis of reviewing previous studies in fields of social capital theory and governmental executive ability,this thesis discusses the reasons for the weakening execution capability of local government and the feasibility of applying social capital theory to the study on local government executive capability.Secondly,using the method of theoretical analysis and case analysis,and based on social capital theory,this thesis establishes the theoretical analysis framework of how the internal and external social capital of local government influence the executive capability,and cites a typical example of the implementation of a local government policy to analyze the role of social capital in the implementation process.Finally,the path pattern of how to improve the executive capability of local government is put forward.On the one hand,it is necessary to set up social capital within local government and strengthen the relation among the vertical,horizontal and crossing functional departments of the government.On the other hand,the external social capital of local government should also be expanded,the relation between government and the public,social organizations as well as enterprises should be reshaped to finally achieve the collaborative governance of multiple subjects. |
