The aging of the population provides new opportunities and challenges for the development of China’s pension service industry.As the basic human resource protection for the development of the old-age service industry,the construction of the contingent for nursing professionals in China is still in a dilemma.There are many common phenomena in caregivers for pension service industry,such as serious lack of number,unreasonable sex ratio and age structure,low education level and professional quality,and lack of training for them.However,considering low level of benefits,heavy workload and fewer opportunities for promotion,many graduates from higher vocational schools for elderly service industry turn into other areas,which results in low employment rate in elderly service industry.In order to solve the above problems,the method of questionnaire and interviews were used to interview 60 caregivers and social workers in five pension institutions in Tianjin,based on the related literature at home and abroad.After knowing and analyzing the basic situation,training status and training needs of the care attendants,it is found that the exiting problems root in lack of policy support and supervision from government,low entry threshold and insufficient incentives for the care attendants,and lack of approval from society as well.As for these constraints,the following advice will be given from 4 aspects.Firstly,all the departments of government should play a functional role,coordinate and jointly build a management mechanism to promote caregiver team;policy documents should be released to strengthen the construction of caregiver team in terms of law and capital;plus in order to ensure the degree of specialization of care attendants,it is recommended that the government should standardize its occupational qualification level and introduce the third party organizations to evaluate its results.Secondly,the entry threshold for pension caregivers should be raised to ensure its quality and at the same time the stability of the care attendants should be guaranteed by establishing a perfect promotion system and improving welfare benefits.Thirdly,higher vocational colleges and universities should strengthen their pension caregivers’ professional ethics education,and cooperate with the pension agencies,jointly training a team of high quality care attendants with both solid theoretical knowledge and practical skills by using dual-track certificate training model.Finally,call on all sectors of the community to join together to positively guide the public opinion and create a favorable atmosphere for the construction of the care attendants.
