Research On The Illegal Construction Governance In Urban Management

Illegal construction,as a "persistent disease" in urban management,has become a common and universal problem that impedes the construction and management of cities.For the illegal construction,because we haven’t done well in our country legislation and law enforcement system that dispersion in our country legislation and law enforcement system,lack of the clear standard in the illegal construction governance,unclassified management in the illegal construction governance,too complicated in the illegal construction inspection procedure,lack necessary investigation and enforcement methods for urban management officers,obviously insufficient force to the law enforcement,not enough in the legal education and propaganda to the public and so on.The department of Urban Management Law Enforcement have encountered many law enforcement difficulties in the disposition to the illegal construction,for example,too simple in the standard for the illegal construction,too low in the registration criterion to the illegal construction,difficult in the investigation and forensics to the illegal construction cases,often involved in neighborhood disputes caused by the illegal construction,not preventing the illegal construction of constructing and small from the existing law enforcement means and procedures,unfriendly environment in the rule of law,not professional in investigation of the illegal construction,obviously inadequate in the fundamental of law enforcement,more pressure to dismantle the illegal construction.We have perfected the legal system from the following aspects for the governance of the illegal construction in our country,improving laws from regulations at the central and local government,establishing a system for classifying the illegal construction,establishing special procedures for the illegal construction to be dismantled,establishing simple procedures for the illegal construction to be dismantled,increasing the funding and input in the illegal construction governance,strengthening the legal publicity to promote law education level in the illegal construction governance.
