Research On The Rural Land Endowment Of Hebei Province

According to the sixth census data and the population survey in recent years,China has entered an aging society and is in a stage of rapid developing.However,the welfare service for the aged and the social security haven't reached the required level,and the lacking of the endowment resources has become an urgent problem which needs to be solved.With the development of urbanization,the phenomenon of left-behind elderly and lonely elderly in rural areas is serious,because more and more rural residents enter cities to look for work opportunities.Hence,the traditional family pension model is unsustainable.When the peasants work and live in the city,the cultivated land and the homestead are on idleness,which means the function of land is weakening in agricultural production and social security.In the face of this dual dilemma,some regions bring forth new ideas and methods,such as land endowment.Basing on the existing land safeguarding functions,this pattern starts from the rural land contractual management right,excavates and utilizes the intrinsic value of peasants' rights of land contract and management,gives new and modern significance to the relationship between rural land and endowment.Finally,it will form a new mode in line with economic development.On the one hand,it will increase old-age pension funds and rich old-age care services,reduce the pressure on family retirement and social endowment and alleviate the plight of old-age pension in rural areas.On the other hand,it helps to readjust and make use of cultivated land and homesteads which will enhance land value and promote rural development.Based on property rights theory,welfare multiple theory and land security functional theory,on the premise of fully studying the status quo of rural endowment and land transfer,I selected Nanzhangzhuang Village of Fucheng County,Hebei Province to analyze its land endowment practice.The introduction introduces the research background and significance,and clarifies the research ideas,methods and innovations,also summarizes and sorts out the literature and existing research on land endowment.Firstly,the core concept is given and compared with traditional function of land,and theoretical base is established.Secondly,I explain the necessity of land endowment,and sort out related laws and policies.With Nanzhangzhuang village as the object of the research,land endowment is described specifically,including the applicable object,capital composition,running mode and other key points.It has many good effects.And other places' practices such as Songyang County and Pingluo County are briefly introduced and compared to gain more experience.While its problems should be mentioned.One is Nanzhuangzhuang's limitations,for example,the object,content,and normalization.One is a focus on some possible problems,mainly about separating rural land ownership rights,contract rights,and management rights.And another possible problem is the homestead system reform.Other places' practices such as Songyang County and Pingluo County are briefly introduced.In the end,there are some suggestions about perfecting land endowment,including the confirmation of land right,establishment and perfection of regulation system,setting up rural land property right market,and change of land concept.And the role of collective organizations has to be mentioned and emphasized...
