Research On The Information Management In Public Policy Making Process

In the modern age of information resources,scientific management of information has become the top priority in the development strategy of all countries in the world.The purpose of public policy is to allocate social resources,regulate social behavior,solve social problems and promote social development.In the context of informationization,scientific information management is necessary for the developrment of public policy.On the one hand,the public policy formulation of public policy,systematic and scientific requirements for information management;On the other hand,changes in the political environment,economic environment and cultural environment created by public policy also provide possibilities for information management.This thesis follows the research mentality "put forward the question,analyzing the problem,and solving the problem",first of all,from the characteristics of public policy and public policy formulation of environmental change two aspects to explore the necessity and possibility of management information,and reveal in the context of the information age,public policy formulated the significance of information management;Secondly,by contacting the actual cases,analysis the problems of information management in public policy formulation,including lack of comprehensiveness and accuracy of information collection,information using the lack of systemic and normative and such problems as lack of standardization and timeliness of information feedback;Again,the public policy to study the causes of the problems in information management,can be divided into subjective and objective noise noise.Subjective noise information management problems caused by human factors,mainly includes the government main body information quality and ranking of the existence of limited public mental set and the existence of Matthew effect.Objective the noise caused by external factors information management problems,mainly including the government information management technology in China is relatively backward,the organization form of information management in our country and the related system is not perfect,etc.;Finally,tries to explore the countermeasures to solve the problem of information management in public policy,put forward to strengthen the management of information policy subject training education,improve the consciousness and the ability of public participation in policy making,raising the level of information management technology in the government,improve the system for the organization form of information management and related.
