Research On The Application Of Broadband Pay To The Government Efficiency Construction

Since 2012,China’s new central government have striven to push ahead the reform in all sectors,which brings high demand in government efficiency construction.Following the central government,governments at all levels have put forward the policy of catching up and surpassing.In August,2017,the municipal people’s government of Xi’an issued the Implementation Plan for Catching up and Surpassing(.a draft for review).To catch up and surpass,what Xi’an basically needs to dois motivating all its civil servants to enhance itsgovernment efficiency construction.With that background,the thesis,centering on the weakness in government efficiency construction of Xi’an municipal people’s government,explores the measures of improvingits government efficiency construction,and measures for catching up and surpassing.After a literature review,the thesis first defines the broadband salary,and elaborates the theory,based on which,broadband salary can be applied in government efficiency construction.According to the questionnaire and field study on civil servants from the Government Affairs Service Center of Xi’an,the thesis second analyzes the current situation of Xi’an’s government efficiency construction and salary system,and points out their loopholes.Third,the thesis presents cases study about the application of broadband salary in government efficiency construction of the US and UK.Based on the theory about broadband salary and practical cases,the thesis last offers measures which will improve the government efficiency of Xi’an.The thesis is structured as follows:Firstly,the thesis explains the background and significance of the study on government efficiency construction,the current research situation both at home and abroad,and the contents and methods of the study.In addition,the thesis defines some related terms,which paves the way for the following part of the thesis.Secondly,through questionnaire and field study,the thesis analyzes the situation of the Government Affairs Service Center of Xi’an,its government efficiency construction,and the problems in its salary system.Thirdly,the thesis analyzes the cases about the application of broadband salary in the US and UK.Finally,based on the theory about broadband salary and practical cases of other countries,the thesis puts forward four measures to strenthen government efficiency construction.Those measures are:being prudent about broadband salary,issuing and improving related laws and regulations,implementing reasonable broadband salary system,and establishingscientific performance evaluation system.
