Abstract/Summary:
In recent years,In recent years,China’s economy into the new normal,supply side reform into the crucial stage.Taxation has implemented a lot of preferential policies.Small micro-enterprises have a greater survival and development of space,emerging enterprises continue to increase,small micro-enterprise workers continue to grow.At the same time in the context of increasing pressure on the economy down,the market fluctuations on the impact of small micro-enterprises,small and micro enterprises are facing many challenges.How to maintain the legitimate rights and interests of small and micro enterprises workers is placed in front of grassroots trade unions in the first issue.Strengthen the construction of small and small enterprises joint trade unions,regulate the performance management of small and small enterprises joint trade unions,receive good,manage,and use trade union funds,has become the focus of street and community trade unions.In this paper,taking the joint trade unions of the small and micro enterprises in H district of Tianjin city,taking the performance appraisal of the trade union cadres(mainly social union workers)and the income,expenditure and usage of trade union funds from 2014 to 2016,The paper uses the fuzzy comprehensive evaluation method to establish the mathematical model from the aspects of social union workers and trade union funds,analyzes and evaluates the work performance and target effect of the grassroots trade unions,and puts forward the suggestions to improve the small and small Suggestions on the Performance of Joint Trade Union.In the process of writing papers,visited a lot of community trade unions and small micro-enterprises,the issuance of questionnaires,invited experts to assess the recommendations,carried out a lot of research work.This paper analyzes the status quo of the joint trade unions of small and micro enterprises,and finds out the problems in the performance management of trade union cadres and the use of trade union funds and expenses through a lot of detailed data.From the analysis and evaluation results,the social work of trade union workers and the level of good performance,the business work and word of mouth have improved;trade union spending to meet the requirements,management more standardized,resulting in better efficiency.At the same time,the trade unions on the trade union cadre examination and training and trade union funding supervision and management should have a more scientific approach,policies and mechanisms should be more perfect.The performance management level of the small and micro enterprise joint trade unions determines the effect of the trade union work,and determines whether the trade union can play a role.On the trade union organization performance appraisal,is still in the exploratory stage,and mainly in the county and above trade unions to carry out.This paper collects the comprehensive data of the most basic streets and community-level unions,and hopes to provide some suggestions for the scientific construction of the assessment system of trade union organizations and grassroots trade unions and the application of performance appraisal to better play the functions of trade unions.
