On Problems And Countermeasures Of Social Governance In Xiangtan County Government

The advancement of the government's social management level is the inevitable requirement of the national governance system and the modernization of the governance ability.It is an important way to perfect the construction of the public service system and establish and improve the service-oriented government,and it is also an important work for the grass-roots government at present.In recent years,the Xiangtan County in Hunan province has taken the main measures of improving public service system,consolidating grass-roots organizations,transforming government functions and maintaining social stability;it has achieved the actual results of the people's satisfaction,the activation of village organization,the further release of power to society and market and the overall stability.However,it still faces many challenges and problems:the social governance system needs to be perfected,the investment of public service is inadequate;the means of social governance is single,the participation of social organization is insufficient;the function of social governance is unclear,the absence of offside dislocation phenomenon still exists;the social governance has limited effect,and the situation of social stability remains severe.The causes of these problems including the singleness of governance philosophy,the deep-rooted traditional administrative management ideology,the limited financial resources,the low public participation,the weak foundation construction and imperfect comprehensive governance mechanism and so on.Finally,from the perspective of the new public service theory,it is proposed to take the following measures around the governance philosophy,governance objectives,governance centers and governance modes.We must establish the concept of modern social governance and accelerate the transformation of government functions;we must cultivate social organizations actively;we must construct the protection mechanism of civil rights and interests,smooth the legitimate rights channel and improve the legitimate rights of citizens;We must strengthen the legislative construction in the field of social governance,adhere to the administration of law and strengthen the construction of the civil service.From the perspective of new public service theory and governance theory,this paper based on the first-hand information and data by using the method of field research and questionnaire survey to help us better understand the current situation and problems of grass-roots government in social governance.It put forward some feasible countermeasures,hoping to provide some reference and reference for exploring the path of social governance improvement of grass-roots government.
