Analysis On The Effect Of Comprehensive Administrative Law Enforcement Reform In Zhejiang Developed Towns

Since the country emerged,different regions,different stages of economic development surely would be affected by administrative means.The national function issued by the administrative system plays an important role in promoting or restricting the social and economic development.Meanwhile,the rapid socio-economic development urges for new needs of the ability of administrative implementation means.Administrative law enforcement is a new period to comprehensively promote the rule of law since the government role in the implementation of the re-delineation of administrative content,can promote the clarity of the administrative power boundary.Therefore,many parts of China in recent years are actively exploring the path of administrative law enforcement reform,especially in the eastern coastal of Zhejiang Province,a number of developed towns has,at the forefront,carried out a number of regional characteristics of the administrative law enforcement pilot and implemented many innovative initiatives.This article selects several representative developed towns of Zhejiang province,focusing on the administrative law enforcement reform pilot,as the research object.It,basing on the theoretical basis of administrative law enforcement at home and abroad as well as the current study of the administrative law enforcement in Zhejiang province,aims to set up concrete evaluation index,and the integrated use of methods such as literature analysis,practice research,specific analysis and evaluation of obligation,civilized key developed township comprehensive reform of administrative law enforcement effect,and analyzes the experience and insufficiency in the process of the reform so as to put forward systematic and long-term suggestions for the reform of administrative law enforcement in Zhejiang developed towns and provide experience and ways for other villages and towns.This paper has the following conclusions: Developed towns in Zhejiang province,through the reform of administrative law enforcement,has built a relatively perfect administrative enforcement mechanism of coordination and command,optimized the administrative law enforcement team,meanwhile,the comprehensive administrative law enforcement system is operating normally,system and mechanism is increasingly perfect,making relatively obvious achievements,but the comprehensive administrative law enforcement is not unified,the scope of supervision and law enforcement department in charge of the duties of the boundary is not clear,business and comprehensive law enforcement coordination is not smooth,the local government and relevant functional departments lack due attention on problems.This paper,in view of the analysis of the focus of the reform of administrative law enforcement effect in Zhejiang developed towns,finally puts forward targeted suggestions from the aspects of organization system,the troop quality,safeguard function,social participation,power and responsibility system,science and technology support and so on.
