The development of information technology,especially the development of web2.0 technology,makes the social information dissemination get a broad media communication channel.The general public obtain the autonomy of publishing information and disseminating information through the Internet,and create self-media.With the increasing participation of the general public in the dissemination of social information,the era of mass media which is dominated by traditional media,is moving towards the We-Media era.The birth of WeChat has opened a new chapter in the development of China's self-media,marking the gradual shift to mobile.As a self-media application,WeChat attached to a strong social network,so that its stability,security,interaction and other aspects show significant advantages compared to the self-media application which is attached to the traditional PC side.As a new force to promote the development of the self-media,WeChat based on social advantages laid the foundation for the development,and continuously innovates developmental ideas and has achieved the technological progress and functional updates and refresh market share,and has shown strong connectivity in various fields,closely linked with social,economic and cultural development,so it's prospect is considerable.However,the proliferation of WeChat chaos is endangering the healthy development of WeChat,and also has negative impacts on citizens and society.Although the community has begun to strengthen the management of WeChat and has achieved certain results,but there are still deficiencies.Moreover,it is difficult for external governance to be effective due to the high degree of privacy of Wechat.How to define a legitimate scope of governance,how to balance social control and civil liberties and how to reasonably and effectively govern challenge government to play role well in the Wechat's governance.Therefore,based on the legitimacy and effectiveness of governance,we should explore the cooperative governance model under the participation of multiple governments,enterprises,citizens and the society,to governance Wechat with harmonizing the self-discipline and heteronomy mechanism,balancing freedom and regulation,and relying on the legal system construction,technology apply,moral and culture force under the concept of nomocracy,big data and people oriented is the way to promote the benign development of Wechat.
