The "e-government" concept was pioneered by the Clinton Administration in 1992.It is spreads quickly throughout the world and emphasizes the user-centric and service-oriented.The government will regard the implementation of e-government as one of the priorities of Chinese information technology development strategies.In recent years,Chinese e-government has made some progress.However,the e-government construction exposed some problems,such as the service quality of government is generally not high and just a mere formality.Some scholars have pointed out that the acceptance of the citizens may become the biggest obstacle to develop the e-government in China.Understanding the adoption behavior and clearing the influence after adoption can improve the utilization,which are also the urgent problems needed to be solved.This paper mainly research on the following two aspects: which factors influence the citizen's adoption of e-government,and what is the net benefit beyond system after citizens adopt e-government.Using empirical analysis,the main conclusions and theoretical contribution of this study include:(1)Based on the integration of D&M and TAM model,this study proposes a model from the entire process perspective.The model considers "factors affecting?using?after implementation" as the whole process from citizen's perspective.The whole thinking framework is D&M model,embedded TAM model and other theories for influence factors.(2)The research sorts the factors and paths of citizen's adoption of e-government.Influence factors are identified as the system output and user perception.Further,we analyze the influencing difference from system output factors to each user perception factors.Meanwhile,this study finds relations between the each perceived factors with a whole route analysis on perceived factors including technology,individual,environment.(3)It verifies the social benefits brought by the citizen's adoption of e-government.Implementation of e-government will bring widespread and profound effects in individuals,groups,organizations and society.From the citizen external perspective,this study attempts to investigate the social benefits of e-government adoption.It finds that the social benefits include psychology and subsequent behavior,and psychological benefits have an impact on subsequent behavior benefits.
