The Research On China Police’s Flattening Reform On The Mechanism Of Comabating Transnational And Transboundary Crimes

The development of productivity is pushing forward the economic globalization and the world integration,along with more and more exchanges of individuals,belongings and resources worldwide.This kind of circulation is just like a rapier,which has brought us not only booming vitality but also negative effects such as transnational and transboundary crimes.There is no country or region could keep out of the affairs.In recent years,Chinese is facing a great number of transnational and transboundary crimes,which have traditional mixed with emerging categories,causing great loss to a wide range of victims.At present,China’s traditional crimes are becoming more international while emerging crimes like telecommunication fraud,drugrelated crimes via the Internet and environmental crimes occur like bamboo shoots after a spring rain.Large number of transnational and transboundary crimes are causing a great damage to masses,endangering our social stability and security seriously.Nowadays,China police’s regular mechanism of combating transnational and transboundary crimes is bureaucratic that needs quite a long action cycle with a low efficiency.This mechanism cannot meet the demand of combating transnational and transboundary crimes timely and efficiently.For the sake of combating crimes,we are in urgent need of reforms on the mechanism to simplify the procedures and to raise efficiency.At this background,Ministry of Public Security proposed the flattening reform on the regular mechanism and has done some exploring.This paper mainly focuses on China police’s flattening reform on the mechanism of combating transnational and transboundary crimes.Part 1 is an overview of transnational and transboundary crimes.Part 2 is a brief study on the flattening theory in management science.Part 3 is an analysis of our current regular mechanism’s advantages and disadvantages.Part 4 is a summary of the flattening reform practice in some experiment units.Part 5 is a search for the mechanisms coping of transnational and transboundary crimes overseas.Ultimately,it puts forward some proposals for the reform’s further advancements based on its necessity and rationality.
