| "East Turkistan" terrorist forces entrenched outside,taking the Internet and social media astools and violent terrorist audio-video as means,activelyto plan,command,organize terrorist organizations and personnel to commit terrorist crimes.In this regard,we should actively use the characteristics that "East Turkistan" terrorist forces sue the Internet and social media to communicate,propaganda and incitement,organize and implement the terrorist activities,and obtain terrorist organization,key informationand data of terrorists from all kinds of open sources.Then to draw the network of relationships of "East Turkistan" terrorist organizations and personnel with the help of social network analysis,so as toprovide important intelligence supportfor the strategic decisions and tactical operations of anti-terrorism.On the basis of defining the basic connotation,main features and sources of OSINT,this paper introducesthe research and application status of OSINTat home and abroad,and analyzes the new requirements and major constraintsof anti-terrorism intelligence work at home and abroad,thenit comes to discuss the practical value of the application of OSINT in anti-terrorismfield.Social network analysis is an important way to the application of OSINT,on this basis many application tools and software have come into being one after the other,and UCINET is one of which widely used.Therefore,this paper start with the UCINETanalyticsoftware of visualization and Centrality,then discusses the application routes of OSINTin China’s anti-terrorism by means of case analysis.Based onterrorist attacks reported via the GTD(Global Terrorism Database),people.com.cn,Xinhua.com.cn and other statemedias,andwith ensuringthe data authenticity as basic principle,the paper sorts out terrorist attacks from 2008 to 2016 as sample data,and establishestwo-mode network of relationships according to the six elements: time,location,organization,personnel,target,way.And it tries to analyze the three central indicators of relational network centrality.Finally,this paper proposes the countermeasures and suggestions of OSINT in anti-terrorism to perfection,including to set up the professional department,to construct databases and system platforms,to research and develop the applied technologies and tools,to develop applied talents,to strengthen communi-cation and collaboration information and so on.The research shows the application of OSINT in anti-terrorism,it has important practical value and good applicability.At the backgroundof China’s serious anti-terrorism situation,the author hopes to further strengthen the application of OSINT in China’s anti-terrorism,to expand the scope of the collection of anti-terrorism intelligence,to attach importance to accumulating the information and data from open sourcesthen to improve the effectiveness of anti-terrorism operations. |
