An Research On Standardization Construction Of Law Enforcement In The Y Branch Office Of The Public Security Bureau Of H City

Ever since 2009,the Y branch office of the Public Security Bureau of H City has been making great efforts in standardizing law enforcement process by adopting a series of policies and measures,hoping to solve the casual and non-standardized enforcement practices that are of strong concerns of the public,thus to rationalize and standardize the processes.This paper,taking the standardization efforts made by the Y branch office of the Public Security Bureau of H City as an example,looks into the measures taken and the logics applied to study the long acting effects while giving a thorough analysis on the problems and the reasons of such problems still existing in the current situation,followed by suggestions to the Y branch office of the Public Security Bureau of H City in their standardization process,aiming to propose a specific direction to the authority for the final perfection in this regard.Five chapters are included in the paper:I,Introduction.In this chapter,an introduction to the background of the study,its significance,research and study achievements in both China and abroad,study mentality and methods is given.II,The standardization history of Y branch office of the Public Security Bureau of H City consists of 4 stages,namely,Initiating stage,development stage,remedial stage and upgrading stage.III,Measures taken during the standardization process of Y branch office of the Public Security Bureau of H City mainly include grading of discretion standard,standardizing of law enforcement procedures,merits advocacy mechanism,interconnecting monitoring system,enforcement quality assessment and so on while the corresponding logics employed are reference control,process control,subject control,monitoring control and assessment control respectively.The main achievements include the obvious improvement in enforcement safety protection,manifest optimization of subject building,salient progress in system establishment,stable enhancement of law enforcement quality and evident acceleration of law enforcement credibility.Ⅳ,The main problems existing in the standardization process of Y branch office of the Public Security Bureau of H City include the unbalanced development situation,less application of on-line case handling system,non-standardized management of law enforcement sites,poor coordination of self-improvement between legal departments.The reasons for these problems feature the following: backward law enforcement concepts,insufficient safeguarding of standardization,imperfect regulations and codes,weak monitoring force,complicated law enforcement environment and so forth.V,Suggestions and advices to the standardization process of Y branch office of the Public Security Bureau of H City are given in this chapter,including strengthening the specialization construction of law enforcement team,enhancing standardization of the enforcement practice,advancing systematic building of law enforcement management system,improving controlling of law enforcement safety,boosting informatisation,and intensifying team building to perfect internal management.At the same time,measures including building and perfecting an open information mechanism,establishing an all-round return visit system,setting up an excellent public verdict system for security cases and creating an open hearing system for complex cases are employed to inspire external monitoring and supervision.
