Digital publishing,as the digital extension and development of traditional publishing,with advanced and fast communication technology,high efficiency and wide coverage,low-carbon product shape,excellent interactive user experience and increasingly mature business model,it gradually substitutes for traditional publishing,becoming the inevitable direction of future news publishing industry development.China’s press and publishing industry to participate in international competition and promote the cultural and creative industries to achieve large development prosperity,it must take the digital transformation and upgrading the road,otherwise it will miss the opportunity to develop and lose competitiveness.Digital copyright is the core link of digital publishing,which plays an important role in the development of industry.In the process of transforming the traditional publishing industry to the new industries represented by Digital publishing,the rapid development of digital publishing and the technology innovation of traditional copyright protection put forward a new topic;many original digital works of copyright is not fully protected;copyright owners of the rights and interests have received great damage;the digital publishing industry chain has been missing also make the digital publishing industry in a healthy and orderly development.Therefore,strengthening copyright protection is very important to the development of digital publishing industry.In recent years,Guangdong based on the industrial characteristics and resources superiority,vigorously promote the traditional publishing to digital publishing,and digital publishing industry has been in the national leader.In the case of huge industrial volume and accelerating the speed of industrial transformation,clear management and strengthening the protection of digital publishing copyright in the issue of cultural rights will create favorable conditions for the development of Guangdong Digital publishing industry.Firstly,this paper combs the relevant literatures and information about the collection of digital publishing copyright protection at home and abroad,and puts forward the management problems facing the copyright protection of digital publishing,and then introduces the present situation of Guangdong copyright administration and the existing problems.Through analyzing the deep-seated reasons such as the obstacle of mining system mechanism,and finally,combining with the theory of government tools,the present article puts forward some suggestions on strengthening and perfecting Guangdong copyright administrative protection.At present,the Guangdong Copyright Administrative Protection work has the limited effect of implementing the supervision means,the current investigating mode has obvious drawbacks,sports-style rectification of tort piracy,unified and integrated management is mere the formality and other problems.The reasons analyzed by the present article include that the copyright administration system mechanism is not smooth;administrative law enforcement power is weak;social copyright awareness is weak;tort piracy technology is various and the cost of illegal infringement is low.This paper proposes the countermeasures mainly divided into two aspects;on the one hand,we should enhance the intrinsic strength,mainly including rationalizing the institutional mechanism to enhance law enforcement,constructing anti-piracy technology platform,promoting the construction of Guangdong Provincial Copyright Protection Center,and promoting copyright protection legislation.On the other hand,it is to optimize external conditions,including: strengthening publicity to promote public awareness of copyright,guiding enterprises to strengthen the management of copyright assets,building the copyright index system,cultivating high-quality copyright resources.
