| The living situation of orphans has aroused ex-tensive concern from the state and society in recent years,orphan protection is now one of the most important work to ensure the livelihood of the people and to maintain social stability.Good governance of the county brings the prosperity of the nation and the wellbeing of its people.County government organization is an important part of state power,but also an important part of the implementation of national policies.The study on orphan protection mode from county level is significant for completing orphan protection system,ensuring people’s livelihood,and promoting social harmony.This essay aims to analyze the current situation of China’s orphan protection mode from county level,to clearify the difficulties and problems,and to propose new thinking and solutions accordingly.Through the study of the research papers and books on orphans,the current situation of the relief of orphans and policy system has a more in-depth understanding,.This essay is based on the case of Huian county in Fujuan province,where I communicated with over 100 orphans,guardians,and local officials.Based on that empirical research,this essay comes with practical value for China’s orphan protection mode from county level.It also provides innovative ideas and improving opinions for current difficulties and problems that exist in the orphan rescue work.Firstly,this article briefly states the background,significance and relevant theories,explains the relevant concept,reviews the theory correlating with orphan.points out research ideas and methods.Then analyzes physical and psychological health and educational attainment and financial status of the orphans in Hui’an,base on their gender,age.etc.Next,it focuss on the circumstance of the orphan protection and difficulties that exists in different modes.It also states the performance of the organizations inloved in orphan rescue,analysing the problems related.Finally,starts with introducing the experience and inspiration of developed countries and regions in social welfare policy for orphans,it sums up improving suggestions for orphan protection from county level.generally by improving the legal system of orphan rescue,strengthening cooperation between different departments involved and developing the orphan protection mode base on the local conditions of Huian county. |
