A Study On Urban Social Endowment Insurance Issue In China

Since the 1950 s,China's old-age security system in urban areas has continuously been undergoing adjustment and reforms.With China's continuous development over the years,some major changes have taken place in population,national conditions,family structure and demands of the elderly.Thus,more and more people are in need of old-age security,posing numerous problems to social,economic and political field.Therefore,China's old-age security system needs further reforms and improvements on a higher level.It should not only meet the elderly material needs,but also fully mobilize all kinds of social resources to improve a socialized old-age service system,so as to meet all spiritual needs of the elderly.Only by combining basic and service-oriented old-age security can China ensure a comfortable later life for its old people.The articles base on the social reality of aging population,on the basisof the resulting social problems from the scientific theory combined with the practical problems of the city of Taiyuan,analyses both the problems of old-age security in cities and towns,at the same time the questionnaire through the old-age security of the city of Taiyuan,not only for the current urban old-age security system in our country has carried on the macroscopic analysis,and through empirical investigation for the elderly demand for pension security system from the microscopic.This paper mainly consists of the following parts.The first part of the introduction,introduced the thesis research background,significance,research methods and literature review from four aspects.Through consulting a large number of relevant literature,the research of previous scholars on the absorption of the dialectical and extension,and gradually formed a frame structure of the article.The second part mainly elaborated the time background and theoretical basis for implementation of urban pension system.In this part,the author firstly discussed the problem of aging recently from the characteristics and trend of aging;then,analyzed the external economic environment and fundamental national conditions for pension system reform;and finally introduced socialist pension system with Chinese characteristics from two aspects,Marxist social security system and the old-aged security thought of China.The third part analyzes the existing problems in the old-age securityof Chinese cities,and it analyzes the subject of liability,legal system,new old-age security mode and social pension system to discuss current problems facing the old-age care in China.The fourth part mainly deals with problems of old-age security feasibility study and the problems of old-age security in city of Taiyuan.On the one hand,through the questionnaire in the form of Taiyuan city's population aging and pension problem has carried on the empirical research,on the other hand,Investigate the running situation of local endowment institutions,and find out what's problems are pension institutions faced.The fifth part expounds the experiences of old-age security in domestic and oversea.By studying the United States,Sweden,Beijing and the Hong Kong area,we could find out the ways to solving our old-age security problem.The sixth part mainly describes the countermeasures and suggestions for Taiyuan's urban old-age security development.The discussion of this chapter is mainly focused on three aspects: the support on the development of Taiyuan's old-age care industry,promotion of reform on old-age security system and exploration of Taiyuan's new old-age security mode.Firstly,the development of Taiyuan's old-age care industry should be greatly supported to achieve an upgrade.Secondly,the reform on basic social pension system should be promoted: 1)The dutyorientations of each main body in urban old-age security system should be confirmed.2)Legal system should be improved to maintain the legal rights of old people.3)The old-age insurance coverage should be gradually expanded to enhance fairness and fit into liquidity.4)The security functions of family old-age care should be given a full play.Lastly,there will be an exploration on Taiyuan's new old-age security mode: 1)Medical care should be incorporated with old-age care to ensure proper medical treatment for old people.2)Houses should be made available for the security of old people.3)Community old-age care services should be provided to ensure a sense of belonging for old people.4)The human resource of aged should be developed to strengthen the old-age self-provision,so that all old people can achieve accomplishments.
