| In China’s New Normal,to improve the government’s governance capacity is the urgent problem to be solved,cause it is closely related to people’s life,especially the government’s governance capacity is also directly related to the political stability and the development of social economy and culture.In the times along with the rapid development of science and technology,almost any field has the application of big data.Many countries and regions in the world have set big data to the strategic level,and promote the transformation of government governance model by the use of big data technology.In China,many local governments have officially launched big data related work.As the same time as bringing great knowledge,great development and great value,the challenge of the government effective governance that brought by the big data development can not be ignored.This paper attempts to analyze the current situation of the government governance from the dynamics of the big data development.By taking Guiyang City as an example,this paper summarizes the previous experience of improving the government governance capacityby the use of big data.Major problems which have occurred in the process of applying big data in improving the government governance capacity are explored.Targeting those problems and associated causes,related suggestions are presented.This paper is composed of six chapters,to discusses the research process of improvement of government’s governance capacity with big data.Firstly,to elaborate the research background and significance,integrate the domestic and foreign research results,and build the research framework.Secondly,for researching on the improvement of government’s governance capacity with big data,I should introduce the concepts of big data and government’s governance,and analyze the relationship between big data and the improvement of government’s governance capacity.Thirdly,analyze the Guiyang how to use the big date to improve the government’s governance capacity by real examples,and find the problems and reasons.Fourthly,through analyzing the experience of improvement of government’s governance capacity with big data about developed countries and developed areas,to get some enlightenment for our country’s governments.Fifthly,combining with the problem factors,put forward countermeasures and suggestions of improvement of government’s governance capacity with big data.Finally,by summarizing the research results and pointing out the limitations of this paper,to make further research. |
