| Facing the unavoidable natural disasters and other large-scale disruptions,we should continuously improve the level of post-disaster emergency management,strengthen the research on emergency logistics system in emergency management system,especially on the problem of emergency materials dispatch while improving emergency prevention system.Studying how to deliver emergency supplies to the affected areas fast,accurately,safely and reliably will be very important to improve the level of emergency rescue and rescue efficiency and to save people’ lives and property to the largest extent.In this paper,a multi-objective model based on the path connectivity reliability is established under the deterministic and uncertain factors to improve the rate of demand satisfaction of the dispatched emergency material.By solving the model,priority is given to the road of higher connectivity reliability to transport emergency materials.The result shows that the method proposed in the paper reduces the potential threat of road transport environment for emergency rescue personnel and vehicles,and improves the emergency material dispatching capacity.Firstly,the research background is introduced,and the research direction of this paper is further pointed out based on the current introduction of emergency material dispatching.This paper introduces the theory of emergency material dispatching,which is the theoretic foundation of followed study.Secondly,the problem of emergency material dispatching under the condition of sufficient material supply in emergency material dispatch is studied.The probabilistic GO method is used to solve the reliability of path connectivity.Aiming at timeliness and economy,this paper attempts to build a model by introducing the penalty coefficient,and solve the model by using the main target method.Thirdly,considering the influence of uncertain factors on the reliability of the road network,the interval number and the triangular fuzzy number theory are given under the condition of uncertain emergency transportation time and transportation cost per unit material.Based on the reliability of path connectivity multi-objective model,and the main target method is introduced to solve the model.Finally,in the case study,compared with the traditional model,the model proposed in the paper is verified to be superior.The result shows that the path scheme obtained by this model has the highest reliability,and when one or several of them are blocked,it can meet the demand of disaster area even if the emergency cost is not too high.In order to improve the emergency material support ability,this paper studies the multi-objective emergency material dispatching optimization problem based on the path connectivity reliability,and provides a new way and method for the related research of emergency material dispatching.Meanwhile,the research of this paper will help the decision-makers to develop scientific and efficient emergency rescue program,to improve the level of emergency dispatching and reduce the loss of disaster,which also has practical significance. |
