Study On The Supervision System Of The Senior Officials Under The View Of Comprehensively Strengthen Party Discipline

Supervision is always accompanied by power.And the object of supervision includes both the power of the master,but also the power of the grant,the way and procedures of the exercise of the power.As the backbone of the ruling Communist Party and the servant of the people,senior officials hold the power of the national cause,playing an important role in various fields concerning people’s livelihood.Therefore,strengthening the supervision of senior officials is a practice with Chinese characteristics.It is an important measure to comprehensively strengthen Party discipline,to maintain the party’s advance and nature,to stabilize the ruling position of the party.In 2013,General Secretary Xi Jinping pointed out that managing officials strictly is the key to strengthen Party discipline at the national work conference.And system is the core of managing officials strictly.Meanwhile,he stressed that power should be exercised within the cage of regulations at the second meeting of the Eighteenth Central Discipline Inspection Commission.He emphasized to tighten the restraint on and supervision over the use of power,so that officials“don’t want to be corrupt,don’t dare to be corrupt,and couldn’t be corrupt even if they did”.In the background of strengthen Party self-discipline,I made a research about the question that how to supervise the senior officials with the literature research method,theory with the actual method,comprehensive research method and so on.Firstly,the article analyzes the necessity and ideological basis of the supervision of senior officials in the view of strengthen Party self-discipline,and responds to the question of “why”.By reviewing the historical process of the supervision of senior officials since the founding of the People’s Republic of China,this paper analyzes the elements,achievements and shortcomings of the senior officials supervision system,and answers the question of “what”.Finally,this paper proposes countermeasures from the four kind of supervisions of intra-Party,media,the public,the other party departments,and respond to the question of “how”.Improving the senior officials supervision system is not only the inevitable requirement of managing officials strictly,but also the continuation of the significance of comprehensively strengthen Party discipline.Through the research on the supervision system of the senior officials under the perspective of comprehensively strengthen Party discipline,preliminarily summarizes the following conclusion:to strengthen the supervision of senior officials,first of all,from the aspects of supervision main body,must be prepared to supervise the construction of subject consciousness,ability,organization,including the improvement of inner-party supervision system position and authority of expanding and effectively is the key of the research direction.System is a fundamental tool of supervision of senior officials,therefore,around the supervision of the senior officials and completes the system design,security,and the construction of supporting system,and pay attention to the systematic,forward-looking,scientific,can give full play to the binding force of supervision system.
