Research On The Management Of Detention Houses

With the publicity of the “face washing death” incident in Gong’an county of Hubei Province,and the appearance of floating corpse in Puer of Yunnan Province,the public began to cast doubt on the truth behind these mysterious deaths,thus raising questions about the public credibility of detention facility.Since a long time ago,the life in detention houses has been secretive to the public.Under the present circumstances,it is urgent that how detainees are managed should be exposed to the public with transparency.Based on field investigation,the author analyses problems encountered in the management work of detention facilities,and proposes some countermeasures and suggestions.The research is divided into five parts: the first is the introduction to the research,including the proposal of its subject,the status quo of the research,and problem-solving methods,the management mechanism of the detention house,focusing on its management work and the new task in the background of the new era.In the second part,some city jails in J.S Province are taken for example,with data to demonstrate the present situation faced with detention facilities.The third part unfolds existing problems in its management work,which,basically,can be summarized as the following five aspects: weak fundamental infrastructure,austere medical conditions,and outdated information technology;intangible rules of law enforcement,and restricted authority in law enforcement;inadequate number of police staff,combined with other restrictions such as the increasing population of aging policemen and those who are either unqualified for their job or lacking enthusiasm in their work;the lack of innovation in management and education,along with the present unreasonable operation mode in service work;substandard human rights protection for the detainees and law enforcement without effective supervision.In the fourth part,the author expounds suggestions on perfecting the management of detention houses,which include the following four aspects.First,enhance infrastructure construction,perform reforms in medical care and promote the construction of information technology.Second,step up the training of the police staff and take measures to arouse their working enthusiasm.Third,innovate new patterns of management and education including reforming service mode and cultivating new ways of resolving social conflicts.Fourth,perfect the supervision mechanism to guarantee the human rights of detainees.With the research on the management of detention houses and explicit reform directions,the management work of detention houses can be upgraded.
