Study On The Investigation Of External Population's Crime On Climbing-style Burglary

In recent years,external population's crime on climbing-style burglary has become more and more prominent in the larceny cases,which seriously damages the public's personal and property safety and becomes a difficulty to the public security organization and also an uncertain damageable factor to social stability.On the basis of the current situation on population's crime on climbing-style burglary,this paper analyzes the actual incidence of criminal offenses and the information of captured criminals in B City and finds the including features in crime: criminals' time of crime have regularity;their commit location is extensive;their choice on their targets are selective;their crime methods are relatively fixed;they are inclined to live together in a bond of blood relationship and geographical relationship;most of their crime are gang crimes;their counterdetection awareness is strong.In addition,this paper analyses the reasons of external population's crime on climbingstyle burglary in B City and elaborates the following information about these external crimes from objective reasons and internal reasons: about objective reasons,most of external crimes come from the backward areas with poor economic development;part of residents and communities have weak awareness on precaution;about internal reasons,these criminals from other place are uncultured;they have poor legal awareness;they have imbalanced mental ideas who want to get rich quickly;some of them rob because of drugs.Moreover,this paper analyzes the difficulties in external population's crime on climbingstyle burglary detection in B City and finds that there are the following five difficulties,such as difficulties in criminals' identity verification,capture,interrogation,custody and criminal's disposition.Finally,this paper analyzes and concludes countermeasures on crackdown and prevention on such cases.Firstly,insist on information-based investigation.Against such cases,it should make improvements on data base about these climbing criminals and pay much focus on searching the renting house,hotel registration,airplane or train ticket information,consignment and bank information of personnel involved.Secondly,perfect the basic work of criminal investigation department.It should enhance the crime scene investigation on these cases and the combination of cases,and also should focus on investigation on the exterior line and current strike.It should positively develop targeted criminal information,reinforce position control and block any channel from disposal of stolen goods.Thirdly,perfect the work in grassroots public security station.Against such cases,it should intensify the control on living areas,positively carry out night patrol and strengthen supervision on criminals' daily movement areas.And italso should launch safety protection education to the public.Fourthly,intensify the work on network security and technical investigation department.Fifthly,perfect the custody and supervision on the detention house.Sixthly,reinforce the cooperative mechanism of police affairs between crime area and original place.
