The Chinese market economy status become more active,as the strategies of Belt and Road Initiative and the “supply side reform” being deeply promoted.However,the rampancy of commercial bribery is hiding behind the optimization of market economic environment and the vigorous enterprise development.In particular,non-state officer-involved bribery contaminates the environment on which the enterprise development is based,and disrupts the market economic order.In this context,it is imperative to crack down on the rampancy of bribery that non-state officers involve.Non-state officer-involved bribery crime is characterized as its difficulty to combat,high standard required for evidence collection,the difficulty to break deadlock facing in trials,and among others.In response to these difficulties,the author aims to formulate some guidelines for the crackdown on non-state officer-involved bribery in practice.This paper includes five sections.The first section introduces the non-state officerinvolved bribery,discusses the emphasis and nodus of identifying the crime,and then analyzes the features of these cases.The second section summarizes the gist of collecting evidence for non-state officer-involved bribery and discuss the methods for collecting evidence for proving “ make use of the job convenience,” “illegally acquired money and goods,” and counterinvestigation behaviors.The third part focuses on the approaches to investigate and interrogate suspects involved,the choices to find breakthroughs during interrogation,and the countermeasures to break up psychological defenses of the suspects.The fourth section summarizes the methods for hunting down fugitive suspects and recovering illicit money and goods,which are expected to be used for guiding the practice.The final section studies a case of non-state officer-involved bribery that occurred in Heilongjiang province,evaluating the investigation ideas applied,the standard of evidence collection used,and the processes of investigation and interrogation.
