The Logic Of Conflict Escalation In Environmental Massive Incidents

“Modernity breeds stability,and the process of modernization breeds chaos."In recent years,with the rapid development of China’s economy and the residents’ increased awareness of environmental protection,there are more and more social conflicts caused by the construction of NIMBY project.Some of the NIMBY conflicts eventually led to the collective irrational struggle-damage to public and private property,disrupting social order,endangering public safety and causing serious social impact.The effective prevention and control of environmental mass incidents is of great significance to promote the healthy development of our economy and maintain social stability and harmony.It is the key to put forward the influencing factors and the logic of the conflict to prevent and control the environmental massive event.NIMBY conflict does not begin with the fierce irrational struggle,then what factors led to the escalation of the conflict,and eventually led to the occurrence of environmental massive events? In order to solve the above problems,this paper studies the "Shifang Incident" in Sichuan by exploratory case study method on the basis of literature research and field investigation.Sichuan "Shifang incident" is a typical environmental massive event in recent years,which caused great social impact,has a clear and complete process,and there are a lot of literature and reports talked about it.This is conducive to the development of research.This paper uses process-event analysis to analyses the case of “Shifang incident”and finds,in the environmental massive event,there is a collective action path:individual protest within the system-collective rational struggle-collective violence.Further analysis of the evolution of collective action finds: first,in the turn from individual action to the collective rational struggle,the system of interest expression channels and their effects play a key role.Second,the coping strategies of the government and the degree of organization of the collective action have an important influence on the control of collective action in the transition from collective rational protest to collective violence.And accordingly put forward the following countermeasures: first,to improve the interest impression within the system;second,improve the social risk assessment mechanism;third,to play the role of community social organizations in the agglomeration of interests,impression of interests andinterest coordination.
