Study On Use Variation Of Urban Building

With the development of our social economy and city urbanization,population is more and more intensive,in all kinds of factors,and gradually become a common phenomenon in our society in the city to change housing purposes,has become has been controversial problems in theory and practice.China's "property law","urban and rural planning law","Provisional Regulations on real estate registration regulations" and so on the purpose of the change of simple rules,but not comprehensive,housing use change condition,change the consequences,regulatory and other issues are still pending.Therefore,it is of great practical significance to analyze and study this problem at present.Based on the existing domestic real estate registration laws and regulations,combined with the judicial practice of our country,put forward their own solutions on the legal issues of city change housing purposes,in order to enrich the related theory research,provide theoretical support for the use of housing change legislation and judicial practice.The first chapter analyzes the legislative status and problems of housing use change in our country.Through the chapter on China's "property law","urban and rural planning law","Provisional Regulations on real estate registration regulations" and other laws and regulations in the legislation present situation analysis,that the housing use change on the existing city housing purposes the change condition is not clear,change the program is not perfect to change the regulatory responsibilities are not clear,city housing uses the consequences of changes is not clear problem.The second chapter is the Enlightenment of our local legislation practice.This chapter through to Hangzhou,Guiyang two city housing use change analysis in practice,study and put forward some enlightenment to our country housing use change of local legislation,including the provisions of housing use temporary modification and permanent change in different conditions and consequences,planning demonstration program of process changes in tax and land leasing gold.The third chapter is about the legislation improvement of urban housing use in china.This chapter through the research of the first two chapters of the analysis,respectively,puts forward some suggestions on the aspects of city housing use change the entities and procedures,entities including clear city housing change conditions,determine the city housing use change regulatory responsibilities,effectiveness of the provisions of city housing use change,the procedure including the provisions of city housing purposes for change the approval,registration and publicity.
