In the new century,China and Europe are faced with a new issue—cooperation with Africa.The highlight of African forces in the new century became a major factor influencing the international political and economic situation,and the relationship between China which is engaged in economic activities as a "emerging force" on the continent of Africa and the EU as a "traditional existence" caused great concern.Whether it is the convening of the China-Africa Cooperation Forum in the New Century which made China-Africa relationship develop from a relationship mainly based on political exchange to the comprehensive strategic partnership which is mainly based on economic and political cooperation or building the new type of strategic partnership between EU and Africa which was formally put forward at the second EU-Africa summit showing the transformation and upgrading of EU-Africa relationship from the traditional attachment pattern to strategic partnership featuring equality indicate the importance of cooperation with Africa is rising.As a rising power,China's activities in Africa provoked the nerve of the European Union which regarded China as a major challenge to its dominance of African affairs,but given the rapid development of China-Africa relations,the enhancement of African countries' autonomy,the limitations of the EU's own strength and many other real factors,the EU want to incorporate China into the multilateral agenda of cooperation with Africa in order to maintain its influence in Africa.The international power which is represented by the European Union,have made China face intense international competition and an increasingly complex international environment in the process of its cooperation with Africa.Faced with the Western countries' unfair criticism and accusations,China has always adhered to its own right policy toward Africa and diplomatic principles.At the same time,China pursue the diplomatic idea of harmonious world and never direct against or reject any third party.Currently,China's "Walk into Africa" is still in its initial stage.In the face of the complex chain of interests among EU countries which was formed in hundreds of years' operating history,China develops trilateral exchanges and cooperation with EU and Africa with a more open attitude and use the other countries' experiences and lessons for reference to improve its own African policies under the condition of safeguarding its legitimate interests.In the face of the trend of exchanges and cooperation showed in the China-EU's transaction with Africa,this paper analyzes the favorable conditions and obstacles of China-EU's transaction with Africa in perspective of multilateralism,and the positive and negative effects that multilateralism may play in China-EU's transaction with Africa.The first part of the article is the introduction part,including the research background and significance,domestic and foreign research review,and clarifying the research methods and innovations of this paper.The first chapter mainly elaborates the connotation of the three levels of multilateralism,and its function and malpractice in practice.Chapter II outlines the cooperation of China and the EU developing at the global level through existing multilateral mechanisms and focuses on the cooperation and potential areas of cooperation in the China-EU's transaction with Africa.The third chapter analyzes the driving forces of cooperation in the China-EU's transaction with Africa based on the interests of multilateral cooperation,the major participants and the conceptual support.The fourth chapter analyzes the obstacles in the China-EU's transaction with Africa from the aspects of interest conflict,conception differences and the lack of system.Chapter five analyzes the possible positive and negative effects of multilateral cooperation in the China-EU's transaction with Africa at the present stage combining the theory and practice of multilateralism.On the basis of the five chapters,the conclusion part briefly discusses the possible impact of the multilateral cooperation in the China-EU's transaction with Africa on the relationship between China and EU and the future development of a new international political and economic order.
