Since the implementation of civil servants enrollment system,the younger trend is becoming more obvious.Youth civil servants increasingly become the backbone of the Party and government organs,many of them born after 1980s took an important leadership positions.Although public opinions question such phenomena as "rocket cadres",it is undeniable that the general quality of the young civil servants,as the fresh blood of the Party and government organs,is the key factor affecting the work efficiency.Civil Servants 's Career requires great public spirits,youth civil servants' professional loyalty is not only an important standard to measure the cognition towards their occupations,but an important basis for the prediction of civil service career development trend.This paper is titled on the professional loyalty of youth civil servants,taking Haidian as a case study and focusing on their negative emotions,such as dissatisfaction,resignation,attempting to find the reasons for the changes in the mentality and the influence in the behavior of youth civil servants,and then try to explore the effective way to promote the professional loyalty and strengthen the construction of youth civil servants.The paper firstly carried out a clear definition on the basis of predecessor's studies on the professional loyalty of teachers?doctors and tour guides by domestic and foreign experts and scholars,as well as on the theories such as Psychological Contract?Career Anchor.Through the investigation towards more than 200 civil servants of Haidian District,this study reveals that what their work attitudes are and the outstanding problems among the group including lack of public spirit?low work motivation and so on.On this foundation the paper discuss the reasons and factors,and then put forward the specific means to promote the professional loyalty from the perspectives of public spirit?organ culture?motivation mechanism and so on.The study is not only helpful for youth civil servants to deepening the understanding towards their career,but significant to enhance the overall level of the construction of civil servants.
