Study On The Standardization Of Public Security Organs’ Law Enforcement

In recent years,with the constant development of China’s socialist legal construction in depth,the concept of socialist law is gradually accepted by citizens,thus the masses has put forward new requirements and expectations to the law enforcement of public security organs.However,at the current stage of system reforming,a growing number of social conflicts emerged,mass various disturbances happened frequently and the rate of criminal offence remained high lever,which make it difficult and complex to take the stabilization maintenance work and compel the public security organs to enforce their standardization of law enforcement in order to advance their fighting capacity.Depending on the diversified security situations in different areas and the objective need for social development,it is rationale and necessary to give the police certain discretionary power within the framework of ruling the country by law,but,those rights must be in conformity with law and never allow any discretionary rights abuse to damage the social fairness and justice.Governing the country by law is a basic strategy under the leadership of the Chinese Communist Party.Standardization of public security organs’ law enforcement is the specific requirement of modern policing running system and law enforcing running system.Under the premise of ruling the country by law,public security organs’ law enforcement must follow the rule“there are laws to abide by,the laws must be observed and strictly enforced,and law-breakers must by prosecuted”.Besides,public security organs are supposed to realize fairness through legal procedures and must be seen by the masses to be done,ensue entity fairness through procedure fairness,which would enhance the degree of approval and satisfaction of the masses about public security organs’ law enforcement.Taking handing the case of law enforcement as the main line,this paper also puts forward some suggestions about improving and perfecting the operability of law and regulations,enhancing the responsible consciousness and level of law enforcement,clarifying the responsibility and assessment mechanism of law enforcement as well as straightening the running system of inner law enforcement and supervision.In addition,according to the analysis on the existing problems and the reason in the study case of standardization of public security organs’ law enforcement in Wenzhou,this paper grasps its developing trend and proposes some effective measures in order to promote the level of standardization of public security organs’ law enforcement in Wenzhou.
