Abstract/Summary:
The plan of college student village official is a strategic decision of promoting the development of socialism with Chinese characteristics,which made by the Party Central Committee to promote the construction of socialism new countryside,strengthen the grass-roots cadres,accelerate the rational flow of highly-competent people,narrow the gap between urban and rural development and solve problems of college students’ employment.To better implement the decision of the central government,the local governments also put forward the relevant policies and regulations to improve the quality of rural talents team,optimize the structure of rural talents team,and resolve the problems of personnel shortage and intelligence weakness in new rural construction.As the plan of college student village officials is generalized and implemented,we have cultivated a large core talents of socialism new rural construction with grass-roots work experience,enhanced reserve forces of the party and government cadres troop,output a large number of advanced talents for all walks of life,and injected new vitalities for socialism construction.As an important part of the plan,the incentive mechanism of university student village officials plays an important role in enhancing the sense of responsibility and mission of college student village officials,improving work efficiency,and reducing the turnover rate.The establishment of a sound incentive mechanism is the key to promote college student village officials to exert their own wisdom and ability in the new socialist countryside construction.This article uses a combination of questionnaire survey and document research,persist in combining theory and practice,and analyzes and state the problem of the incentive mechanism of college student village officials deeply and objectively.This article analyzes the current pluralism compensation structure,guarantee the salary of college student village officials,constructs a good external environment,builds training and assessment mechanism,improves their do self’s duty ability,formulates a series of preferential policies,attracts the college graduates to join,provides diversified path choices,guides the main stimulate measures and efficiency such as the rational flow of talents that aims at college student village officials,points out current problems of the incentive mechanism,including single stimulate method,job motivation shortage,formal examination and evaluation,unsound training system and imperfect stimulation policy,and deeply analyzes the main reasons of these problems: With a misunderstanding that only material motivation can fully arouse their working enthusiasm;their most tasks related to grassroots level are boring and short of challenging;the work of examination and evaluation has not been put into practice;the difference between the rural work reality and their knowledge structure has not been taken into overall consideration;their diversified demand has been neglected.Finally,we should take some measures to perfect the incentive mechanism of college student village officials such as using a combination of many stimulate methods,realizing distinct motivation,creating growth environment,formulating a favorable job motivation atmosphere,perfecting the evaluation system,making accurate evaluation,improving training system,promoting personal development,perfecting coordinated sets of measures,and completing guarantee work.So as to provide theory base and decision reference for enhancing the construction of college student village cadres troop in the new era.
