The Evaluation And Promotion Of County Government's Administration Capacity In The Rule Of Law

As the executive organ of the laws,rules and regulations in our country,the administrative capacity of county government is very important to the process of Chinese administrative construction.The county Government's administrative capacities divide into three aspects,that is,the capacity of the cognition,system,and behavior.The capacity of cognition refers to the cognitive ability,which means the county government has the ability to understand and learn the laws and regulations,and this capacity is the prerequisite capacity of county government's administration in the rule of law.The capacity of system refers to the ability to establish and improve the law and administrative organization system in county government,which is the guaranteed system of the administrative capacity.The capacity of behavior refers to the capacity of using laws in the implementation of decision-making,execution and supervision or other administrative acts,and the behavior capacity is a direct reflection of the effect of the county government administration ability in the rule of law.According to the domestic provinces and cities administrative evaluation systems,three dimensions of administrative capacity in the rule of law can be divided into seven specific indicators: the administrative conception,administrative knowledge,organizational,administration system construction,administrative decision-making,administrative execution,administrative supervision according to law.The author makes an investigation into the actual situation of administration in the rule of law in Y District of Haikou city though questionnaire survey,interview survey and data analysis.In the rule of law,Y District attach great importance to the administration,sets up the concept of administration,strengthens the protection of administrative organization,perfects the construction of the administrative system,standardizes the administrative acts,and have a strong ability to act.At the same time,there also has some departments do not pay attention to the construction of administrative according to law,and lack the subordinate evaluation about township government administration.In order to improve the ability of administration in the rule of law,it is necessary to improve the cognitive capacity,perfect the system and standardize the behavior.
